WHY THIS STRUCTURE SUPPORTS COMPLIANCE
In-scope central government procurements under PPN 002 require a minimum 10% Social Value weighting, with commitments linked to the contract and monitored through delivery where relevant and proportionate. This pilot is structured accordingly — with defined outputs, evidence routes and agreed client actions. The full pilot specification — including proposed KPIs, evidence route detail and mobilisation steps — is available to prospective partners on request. This is a pilot go-ahead decision only, not a commitment to annual rollout.​

Public procurement under PPN 002 requires social value to be measured and evidenced — not just described. Evaluators award marks for outcomes that are linked to the contract, tracked through delivery, and reported with clear metrics.
Our model is built around exactly this structure. The evidence pack produced through the pilot is designed to be inserted directly into tender submissions and post-award contract reports. It demonstrates Outcome 6a-aligned employment and skills outcomes with audit-ready supporting documentation.
Major contractors are already moving in this direction. Murphy Group has announced plans to bring hundreds of displaced professionals into engineering and functional roles. Our model provides a governed, evidence-based route to the same outcome — de-risked through a structured 12-week pilot before any larger commitment.
