SOCIAL VALUE BUILT INTO PLANNING & PROJECT CONTROLS
Our Social Value Promise
NEC Planning Solutions is a Project Planning & Controls consultancy with social value designed into how we deliver.
When contractors engage us, social value is not an optional add-on. It is generated through a supervised training-and-placement delivery model that produces measurable skills and employment outcomes while strengthening programme quality, reporting discipline, and change audit trails.

We support capable, under-represented professionals with technical or project delivery backgrounds (engineering, science, project management and adjacent disciplines) who have the aptitude for planning and controls but are under-utilised in the market.
Through our structured training and supervised project delivery, we develop them into productive project controls support-aligned to UK contractor realities (tender programmes, baseline/update cycles, NEC reporting, critical path visibility, and evidence-led change management).
The contractor benefit is simple: you receive robust planning outputs and additional capacity under senior QA, while your tender and delivery teams gain social value outcomes you can evidence, report, and defend.
Why Contractors Choose NEC Planning Solutions
Across many public sector and regulated procurements, social value is a material part of evaluation. The current government guidance for the Social Value Model (PPN 002) mandates a minimum 10% weighting (or equivalent) for social value in-scope procurements. The Construction Playbook also sets expectations that social value should be explicitly evaluated and that higher weightings may be applied where justified.
Our model gives you something most bidders lack: a delivery mechanism that is relevant to the contract and supported by auditable evidence, rather than generic commitments.
Built-in tender advantage (where social value is scored)
Delivery-first, not PR-led
Contractors do not win repeat work by writing good social value text. They win by delivering outcomes without disrupting production. Our placements are structured, supervised and QA-led. Trainees are integrated into planning and controls workflows (programme builds, logic checks, update cycles, reporting packs, and evidence management) under senior oversight—so social value is produced through real delivery activity, not parallel “community days” that do not survive site pressure.
Audit-ready reporting (the part bids often miss)
Tender panels increasingly mark down vague promises because they cannot be monitored. PPN 002 is explicit that social value should be applied in a structured way, with minimum weighting expectations in-scope. We provide reporting inputs that can be used in tender submissions and then tracked during delivery: baseline position, monthly KPIs, and a close-out evidence pack.
Aligned with modern procurement expectations (2026 reality)
From October 2025, the updated PPN 002 Social Value Model is mandatory for above-threshold Central Government procurements. Alongside this, government priorities continue to emphasise fair access for SMEs and VCSEs and strengthening supply chains. Our model supports these expectations as a practical, contract-relevant supplier and skills mechanism.
Evidence-Based Social Value Outcomes
We focus on outcomes that are both genuinely valuable and procurement-defensible. Instead of publishing fragile headline numbers, we commit to measurable KPIs that can scale to the size and duration of each contract.
Employment and progression (measured, not claimed)
We track progression into sustained project roles through measurable milestones: supervised delivery outputs, competency sign-off, and retention against role profiles. Where appropriate, these outcomes can be attributed to the contract and reported in line with tender KPIs.
Skills development that is directly contract-relevant
Our training is built around practical planning and project controls capability: programme development and assurance (P6/MS Project), baseline and update governance, reporting cadence, risk and critical path visibility, NEC-aligned communications discipline, and evidence management. Outcomes are evidenced through training logs, assessed outputs, and supervised deliverables produced on live projects.
Supply chain contribution and SME/VCSE alignment
Where the tender and the contractor’s supply chain strategy allow, we support “responsible spend” and capability-building outcomes in line with government priorities to give SMEs and VCSEs a fair chance at public contracts.
Audited performance and reporting
We provide a simple, repeatable evidence framework suitable for tender submissions and contract reporting:
• baseline KPI plan (what will be delivered, how measured, frequency)
• monthly reporting pack (progress vs KPI, evidence references)
• close-out pack (final outcomes, traceability to evidence)
Join Our Mission
We support civil, mechanical, electrical, M&E contractors and other contractors across industrial engineering environments: utilities, processing plants, energy facilities, COMAH-adjacent sites, and complex infrastructure.
By embedding social value into planning and controls services, NEC Planning Solutions helps contractors:
-
improve tender scores where social value is evaluated, with a credible mechanism and evidence plan aligned to PPN 002 expectations
-
strengthen delivery confidence through QA-led programmes, reporting discipline, and decision-grade controls
-
produce social value outcomes that can be monitored without disrupting site productivity
This model is always applied proportionately and in a way that fits the ITT requirements and the project’s operational reality. It is not “guaranteed marks”; it is a credible, auditable delivery mechanism that gives evaluators confidence and gives delivery teams something they can actually execute.
