NEC Planning Solutions is on a mission to unlock the potential of skilled individuals who have been overlooked by traditional recruitment – especially refugees and others facing barriers to employment.

We recruit meritocratically: most of our trainees are already well-educated and of working age, yet underutilised.

By tapping into this pool of talent, we channel qualified professionals into high-demand planning & project controls roles in construction and infrastructure.

Our candidates often hold degrees in engineering, science or related fields, bringing a strong technical foundation to their new careers in project planning.

High-Skill Training & Career Pathways

We provide industry-standard training to ensure our trainees become productive project planners from day one.
 
Key elements include:
  • Primavera P6 Scheduling: Trainees master Oracle Primavera P6 (the leading project scheduling software), learning to build and manage robust project plans.
  • NEC Contract Administration: Comprehensive instruction in NEC contracts (NEC3/NEC4) delivers an internationally‑recognized professional accreditation. Graduates earn NEC certificates that are highly valued across UK and global markets.
  • APM Best Practices: We instil the Association for Project Management’s (APM) guidelines on scheduling, risk management and controls, ensuring adherence to industry best practice.
  • Advanced Tools & Tech: Where appropriate, trainees gain familiarity with cutting-edge tools (such as AI-driven bid/tender analysis) to boost efficiency. For example, using AI can automate routine scheduling tasks and parse complex contract data much faster – a proven productivity gain (industry reports show users saving hundreds of hours).
Each trainee completes a structured programme of classroom and on‑the‑job learning, mentoring and assessments. By the end of the course, individuals are job-ready planners who can step into project teams. This high-skill training model ensures quality and credibility of our social initiative – we are training professionals, not just entry-level labourers.
Measurable Impact & Growth (Projections)

From our pilot projects, we estimate substantial social and commercial returns as the programme scales.

For example:

  • Social Value Per Cohort: Each full training cohort (roughly 60 placements per year) can generate about £1.25M of social value. This value comes from sustained employment (using HACT social value benchmarks), increased productivity, local supplier engagement and the upskilling of participants and their communities.

  • Career Outcomes: By Year 3 we aim to have ~100 trained planners placed in long-term roles, helping Tier 1 projects and supply chains meet skill needs. Trainees gain permanent jobs, improved incomes and professional integration.

  • Return on Investment: Our financial modelling shows that even modest funding can yield orders-of-magnitude returns. For example, analysis indicates ~£19.8M in annual benefits from a £0.35M programme investment. In other words, every £1 spent could potentially return over £50 in value (thousands of percent ROI). In practice we conservatively target a double-digit multiple return (on the order of 14× or more) as we refine the model.

  • Three-Year Scale: With structured growth, we are ambitiously targeting up to £17M of cumulative social value in the first three years. This includes growing to multiple cohorts annually and expanding our training/placement networks. (These are projections based on scaling up the £1.25M‑per‑cohort figure.)
     

These figures are projections/aspirations drawn from our feasibility analysis. They demonstrate that a focussed social training programme can deliver both significant community impact and strong financial leverage. In addition to social metrics, Tier 1 contractors will benefit from having access to rigorously trained NEC-aware planners – helping projects run on time and budgets and reducing delay risk.

Alignment with Procurement Frameworks

Our model is designed to plug into existing Strategic Framework Agreements (SFAs) and procurement structures used by major contractors. It is not  tied to any single client; rather, it works alongside any Tier 1/SFA partnership to deliver social value at scale.

 

By integrating into SFAs, we offer Tier 1 contractors a turnkey way to meet their social value commitments while immediately adding planning capacity.

Procurement & ESG Compliance Drivers

Recent UK procurement reforms and ESG rules mean social value is now a core business imperative:

  • Procurement Act 2023: Social value is no longer optional. All central government contracts above £2M must allocate roughly 10% of bid scoring to social value. Firms failing to demonstrate credible social impact will lose out. In fact, Section 12 of the Act requires contracting authorities to “maximise public benefit”, raising the bar for social procurement.

  • PPN 002/22: The Cabinet Office’s Procurement Policy Note now demands rigorous measurement and evidence of social value claims. Bidders must provide audit‑ready documentation for every headline metric. Our programme is fully aligned to these rules – we produce PPN‑compliant evidence packages (using standard UK TOMs metrics and SROI analysis) so clients can easily verify the outcomes.

  • ESG & Sustainability: Major contractors face mandatory ESG reporting (e.g. Scope 1–3 carbon emissions, modern slavery statements, equality targets). The construction sector is under pressure (40% of UK GHG emissions) to show carbon reduction. Our training emphasises sustainable practices and provides auditable social/environmental metrics alongside the planning service. In short, our model helps clients hit both their social and environmental KPI under growing regulatory scrutiny.
